Overview
The project was designed to enhance the passenger experience at Liverpool Station by increasing the gate line capacity.
The project was divided into two key packages: the removal of existing retail pod units and installation of a new Cubic Barrier Line, and the creation of an enhanced face‑to‑face ticketing area along with upgraded retail units.

Scope
A full list of works is outlined as follows:
- Addressing peak‑hour congestion across platforms 1–10 by removing existing retail pods that restricted barrier‑line capacity and installing 32 additional ticket gates to improve passenger flow and safety
- Development of the tender‑stage Principal Design into a fully integrated, multidisciplinary solution aligned with the Network Rail PACE process, including full asset management and interface coordination
- Delivery of extensive FORM C temporary works to manage the project’s impact on passenger experience and maintain operational safety throughout the works
- Hoarding and isolation of retail units, including making safe, stripping out electrical and life‑safety systems, and removing ceilings to facilitate temporary lighting installation
- Deconstruction and removal of retail units, followed by installation of new M&E containment for power, telecommunications, and life‑safety systems, alongside installation of slip‑resistant Terrazzo flooring
- Coordination with the specialist Cubic gate‑line team, including overseeing testing and commissioning prior to handover to Greater Anglia
- Phased segregation and decommissioning of the existing ticket office and accommodation areas to enable safe strip‑out and redevelopment
- Construction of a new ticket office shell and core with integrated building services, followed by full fit‑out to meet the Train Operating Company’s operational and equipment requirements
- Creation of three new shell‑and‑core retail units, including installation of new utilities and security‑rated shopfronts
Challenges & Solutions
Coordinating multiple disciplines into a single delivery strategy required close collaboration with contractors and specialists to align all scopes. Under Network Rail’s devolution strategy, Spence maintained strong stakeholder engagement and clear communication to support smooth handovers and safe station operations. During pre‑construction, the team worked with stakeholders to agree on phased delivery and address concerns early.
